Abstract

هدفتْ الدراسةُ إلى الكشفِ عن واقعِ تطبيق الشَّفافيَّة الإداريَّة في مدارس المرحلة المتوسِّطة بدولة الكويت من خلالِ الكشفِ عن درجةِ ممارسة مديري المدارس المتوسِّطة لسلوك الشفافيَّة الإداريَّة من وجهة نظر المعلمين، تكونت عينة الدراسة (457)من معلمًا ومعلمةً تم اختيارها بالطريقة الطبقية العشوائية، ولتحقيق أهداف البحث قامَ الباحثان بتطوير استبانة بعد الاطلاع على الأدب التربوي المتعلق بموضوع الدراسة، تكونتْ الاستبانة من (40) فقرةً موزعة على خمسةِ مجالات هي: مجال القوانين واللوائح، مجال الإفصاح عن المعلومات ووضوح إجراءات العمل، مجال الاتصال الإداريّ، مجال تقييم الأداء، مجال المساءلة، توصلتْ نتائج الدراسة إلى أن درجةَ ممارسة مديري المدارس المتوسطة جاءتْ متوسطة بمتوسط حسابي (3.65)وانحراف معياري (0.37)، وجاء مجال )القوانين واللوائح( في المرتبة الأول، بينما جاء مجال )تقييم الأداء) في المرتبةِ الأخيرةِ وبدرجةٍ متوسِّطةٍ،كَمَا أشارتْ النتائج إلى وجود فروق ذات دلالة إحصائية بين متوسطات استجابات أفراد العينة حول درجة ممارسة مديري المدارس المتوسطة للشَّفافيَّة الإداريَّة تُعزى للخبرة الوظيفية لصالح الخبرة الأعلى، بينما أظهرتْ النتائج عدم وجود فروق ذات دلالة إحصائية بين متوسطات استجابات أفراد العينة حول درجة ممارسة مديري المدارس المتوسِّطة للشفافيَّة الإداريَّة تُعزى للجنس، أو المؤهل العلمي، وفي ضوء هذه النتائج أوصى الباحثان بضرورة عقد الدورات والندوات التي تعنى بمفهوم الشفافيَّة الإداريَّة والإداريين، بحيث تتضمنُ معنى الشفافيَّة الإداريَّة وأهميتها في العمل الإداري، والعمل على تعزيز الممارسات الإدارية فيما يتعلقُ بموضوع الشفافية.

The aim of the study was to reveal the reality of applying administrative transparency in middle schools in Hawalli educational governorate in Kuwait, by revealing the degree of middle school principals' practice of administrative transparency behaviors from the teachers’point of view. The sample of the study consisted of (457) male and female teachers who were chosen randomly. To achieve the objectives of the study, the researchers developed a questionnaire consisted of (40) items distributed into five areas: the fields of laws and regulations, information disclosure and clarity of work procedures, administrative communication, performance evaluation, and the field of accountability.The results of the study indicated that; The degree of middle school principals'practice of administrative transparency was medium with an average of (3.65) and a standard deviation (0.37), and the field of laws and regulations was in the first place while the field of performance appraisal came in the last rank. Also, there were statistically significant differences regarding the degree of school principals' practice of administrative transparency attributable to job experience in favor of higher experience,while the result showed no statistical significant differences between the averages of the responses of the sample regarding the degree of school principals' practice of administrative transparency due to gender or educational qualification.In the light of these resluts, the researchers recommended holding workshops concerned with the concept of administrative transparency for the principle of middle schools including the meaning of administrative transparency and its importance in administrative work, which strengthen administrative practices in relation to the topic of transparency.
