Abstract

This research aimed at showing the fundamental importance of classifying the jobs and the diplomatic cadre in the Saudi foreign ministry as well as to evaluate its effects upon the efficacy of such cadre by means of being acquainted to the factors that affected the efficacy of the diplomatic cadre in the Saudi foreign ministry and the effect of the cadre upon the job performance of those working in the ministry, by using the methodology of descriptive analysis. The research has been concluded in finding a significance effect of statistical indication, a variable at the level 0.05 for the dimensions of both the staff members satisfaction with regard to the performance of the diplomatic cadre on one hand and with regard to the importance of the diplomatic cadres performance in the Saudi foreign ministry on the other hand. As it interprets the dimension of the diplomatic cadre's performance in the Saudi foreign ministry (R2 = 11%) percent with a difference in the job performance of the employees (R2 = 11%) and it interprets the dimension of the employees satisfaction regarding the implementing of diplomatic cadre's performance with a difference of (R2 – 28.8%) in the job performance of the employees in the ministry. The most important findings of this research were that the expectations of the sample of the study to the dimension of the importance of implementing the diplomatic cadre in the job performance were high with a median reached (3.57) and this is a clear evidence that implementing the diplomatic cadre in the ministry of foreign affairs in this way gains a significant effects among the employees with regard to the development of salary scale, allowances, and privileges, in addition to improving the administrative measures and the clarifying of responsibilities and procedures to be followed in the Saudi foreign ministry. The most important recommendations of the research were to implement the cadre's system in the various Saudi ministry, for the reason of its efficacy in increasing the employees job performance by means of improving the job procedures and improving the financial status of the employees.
