Abstract

This research aimed to study the local administration in Qatar and the United Arab Emirates; we will do that through the comparative study by answering these questions: To what extent are the local levels consistent with administrative efficiency considerations? To what extent are the local units efficient given the capacities and specialties they have? And do they enable these units to achieve their goals? The study concluded that: The single level municipal system that applicable in Qatar and Emirates is consistent with their limited space. However, the number of municipalities should be increased in the State of Qatar horizontally not vertically; because the single municipal system and the Central Municipal Council is not consistent with the development reached by the Qatari society in various fields. Moreover, the researcher found that all municipalities suffer from weak authorities and limited self-financial resources. Therefore, the legislator should activate municipal jurisdictions, determine and increase financial resources.
