Abstract

ملخص:

هدفت الدراسة إلى تحديد محددات البطالة في فلسطين، كما قدرت الدراسة أثر المتغيرات المستقلة (الزيادة السكانية، التسهيلات الائتمانية المباشرة، الاستهلاك الكلي، الانفاق الحكومي) على نسبة البطالة في فلسطين خلال الفترة الزمنية 1995-2016م، وقد تم استخدام طريقة المربعات الصغرى العادية(OLS)، وقد توصلت الدراسة إلى جملة من النتائج منها: جميع المتغيرات المستقلة كانت دالة إحصائياً باستثناء الانفاق الحكومي، ووجود علاقة طردية بين الزيادة السكانية ومعدل البطالة حيث بلغت مرونة الزيادة السكانية (5.031)، كما بلغت مرونة التسهيلات الائتمانية المباشرة (-0.507)، أما مرونة الاستهلاك الكلي فقد بلغت(-0.809) .

واستناداً إلى نتائج الدراسة فقد أوصت الدراسة بضرورة البحث في آليات لتطوير القطاع الخاص الفلسطيني باعتباره القطاع الأكثر استيعاباً للأيدى العاملة الفلسطينية، ودعم المشروعات الصغيرة والمبادرات الفردية لمساهمتها في خروج عدد من دائرة البطالة والفقر.

Abstract

The study amid to identify estimate the determined determinants of Employment in Palestine, and to estimate the effect of these determinants during the period (1995-2016), the study used ordinary last squares (OLS)

The study concluded with a number of results such as: All independent variables were statistically significant except for government expenditure, and there was a positive correlation between the population increase and the unemployment rate. The elasticity of the population increase was 5.031 and the elasticity of direct credit facilities was -0.507. The overall consumption elasticity was (-0.809).

Based on the results of the study, the study recommended to research mechanisms to develop the Palestinian private sector as the most accessible sector for the Palestinian labor force, and support small projects and individual initiatives to contribute to the exit of a number of unemployment and poverty.
