Abstract

الملخص:

هدفت الدراسة التعرف إلى الإمكانات والمقومات التقنية للمكتبات الجامعية الفلسطينية، ووضع تصور مقترح لبناء وتفعيل شبكة المعلومات التعاونية، وشملت العينة عشر مكتبات جامعية، وتم استخدام المنهج الوصفي التحليلي، وتكونت أدوات الدراسة من استمارة البحث، والمقابلة المقننة، وبعض المصادر الوثائقية والسجلات والمستندات والتقارير، وكانت أهم النتائج إلى أن المكتبات موضوع الدراسة تستخدم الحاسبات الآلية بشكل كبير في أعمالها، ويعد قطاع تقديم الخدمات من أكثر القطاعات استحواذًا على تلك الأجهزة، وأن جميعها تستخدم أنظمةً آليةً لتسيير أعمالها، وجميعها توفر خدمة الانترنت وخدمة الاشتراك بقواعد البيانات. وبيّنت الدراسة أن هناك العديد من العوائق التي حالت دون تطبيق فكرة ربط المكتبات الجامعية في شبكة معلومات واحدة، وقد تمثلت -من وجهة نظر مديريها- في: عدم الجاهزية وضعف البنية التحتية في بعض المكتبات، وأسباب مالية تتمثل في نقص الميزانيات وغياب التمويل، والنقص في القوى البشرية المؤهلة والمدربة وقلة الخبرة في هذا المجال، وتحيز بعض المؤسسات وتنافسها فيما بينها، وغياب الجهة المركزية المسؤولة، وأوصت الدراسة بضرورة أخذ التصور المقترح والإضافة إليه وتنفيذه، والعمل المكثف مع وزارة التعليم العالي وإدارات الجامعات على تبنّي وإعداد وتنفيذ مشروع الشبكة الوطنية للمكتبات الجامعية.

Abstract:

The study aimed to identify the technical capabilities and ingredients of Palestinian university libraries to develop a proposed plan for building and activating the cooperative information network. The sample included ten university libraries. The researcher followed the descriptive analytical approach. The study tools consisted of the questionnaire, the codified interview, some documentary sources, records, documents, and Reports. The study concluded the libraries of the universities which use computers in a large way in their work, and the service business sector is one of the most possession sectors of these devices, and that all of them use automatic systems to run their business, all provide internet service and subscription service to databases, in addition there is an internal network that connects their computers to each other. The study showed many obstacles that prevented the idea of linking university libraries in one information network as a result of the lack of preparedness and weak infrastructure in some libraries for such a project, financial reasons represented in the lack of budgets and the absence of financing, the lack of qualified and trained manpower and the lack of experience in this field, the lack of desire on the part of some, the bias of some institutions and their competition among them, and the absence of the central authority is responsible for sponsoring and supporting this project. The study recommended the need to take into account the perception of the proposal and adding to it and working as soon as possible to implement it, and intensive work with the competent authorities (universities menageries , the Ministry of Education and Higher Education) to adopt, to prepare and to implement the project of the national network of university libraries, and the need to develop the skills of librarians.
