Abstract

الملخص:

هدفت هذه الدارسة إلى التعرف على دور الإدارة الاستراتيجية في إدارة الأزمات والكوارث في بلديات شمال قطاع غزة، واعتمدت الدراسة المنهج الوصفي التحليلي، وقد استخدمت الدراسة أسلوب المسح الشامل للوظائف الإشراقية في بلديات محافظة شمال قطاع غزة، واستخدمت الباحثة الاستبانة كأداة رئيسة لجمع البيانات، حيث تم توزيع (87) استبانة وتم استرداد (83) استبانة، وقد خلصت الدارسة إلى نسبة تطبيق الإدارة الاستراتيجية في بلديات شمال قطاع غزة 76.24%، وبينت نتائج الدراسة أن قدرة بلديات شمال قطاع غزة على إدارة الأزمات والكوارث كانت بنسبة 75%، وأظهرت أيضاً أن ما نسبته (75.9%) من التأثير في إدارة الأزمات والكوارث تم تفسيره من خلال العلاقة الخطية مع الإدارة الاستراتيجية ، والنسبة المتبقية (24.1%) قد ترجع إلى عوامل أخرى تؤثر في إدارة الأزمات والكوارث، وبينت النتائج أن بلديات شمال قطاع غزة لا تمتلك مركزاً للدراسات والبحوث يؤهلها لاستشعار الأزمات الممكن حدوثها، وقد أوصت الدراسة إلى ضرورة العمل على امتلاك بلديات شمال قطاع غزة مركزاً للدراسات والبحوث يؤهلها لاستشعار الأزمات الممكن حدوثها، ووضع سيناريوهات لمواجهة الأزمات والتحديات التي تواجه بلديات شمال قطاع غزة.

Abstract:

This study aimed to identify the role of strategic management in managing crises and disasters in the municipalities of the northern Gaza Strip. The study adopted the descriptive analytical approach. The study used the method of a comprehensive survey of supervisory jobs in the municipalities of the northern Gaza Strip governorate. The researcher used the questionnaire as a main tool for data collection. (87) questionnaires were distributed and (83) questionnaires were retrieved. The study concluded that the percentage of applying strategic management in the municipalities of the northern Gaza Strip was 76.24%. The results of the study showed that the ability of the northern Gaza Strip municipalities to manage crises and disasters was 75%, and also showed that what Its percentage (75.9%) of the impact on crisis and disaster management was explained by the linear relationship with strategic management, and the remaining percentage (24.1%) may be due to other factors affecting crisis and disaster management, and the results showed that the municipalities of the northern Gaza Strip do not have a center for studies and research It qualifies it to sense possible crises, and the study recommended the need to work on having the municipalities of the northern Gaza Strip have a center for studies and research that qualifies them to sense potential crises and develop scenarios to confront them. Crises and challenges facing the municipalities of the northern Gaza Strip.
