Abstract

الملخص:

تهدف الدراسة إلى التعريف ببناء نظرية العفو في الاقتصاد الإسلامي، وتتناول الدراسة حالة جائحة كوفيد-19 أنموذجًا لتطبيق النظرية، وكيف تم تطبيق النظرية خلال الجائحة في الأردن لتحقيق التكافل الاجتماعي، وقد توصلت الدراسة إلى جملة من النتائج؛ أبرزها: أنه قد تم تطبيق نظرية العفو من خلال مجموعة من الإجراءات والسياسات التي اتخذتها الحكومة خلال الجائحة، منها: اقتطاع جزء من رواتب أصحاب الدخول المرتفعة العاملين في القطاع العام، وإنشاء صندق همة وطن للتبرعات التي تزيد عن مئة ألف دينار، وتعجيل الزكاة، وقامت البنوك بتأجيل المستحقات المترتبة على المتضررين من الجائحة وغيرها من الإجراءات، إضافة إلى المبادرات الفردية التي قام بها أصحابها لتخفيف الضرر الناجم عن الجائحة للمتضررين. وعلى الرغم من الإجراءات التي اتُخذت من قِبل الحكومة والقطاع الخاص والأفراد إلا أنه يجب تكثيف الجهود عن طريق الإعلام ووسائل التواصل الاجتماعي من أجل تعريفهم بأهمية العفو ،وغايته، وما يحقق بذله إلى التعاضد والتكافل بين أفراد المجتمع، في جميع الأوقات وبالأخص في مثل هذه الظروف.

Abstract:

This study aims to introduce the structure the theory of "AL Afuw" in Islamic economics, and deals with the situation of the Covid-19 pandemic as a model for applying the theory and how it has been implemented in Jordan to achieve social solidarity. This study produced several findings, the most prominent of which is the theory Al Afuw was applied through a set of measures and policies taken by the government during the pandemic. These included deductions from the salaries of the public sector high earning employees, creating "Hemmit Watan" fund for donations that exceeded (100) thousand, advancing Zakat collection and deferring bank loans of those stricken by the pandemic, Al Afuw was utilized through individual initiatives to reduce the damage caused by current economic decline. In addition to those measures taken, efforts must be intensified through the news and social media in order to inform communities of the importance and purpose of Al Afuw and what it can achieve towards the solidarity among their members, at all times, especially during such circumstances.
