Abstract

الملخص:

هدفت الدراسة إلى تسليط الضوء على تحديات إدارة قطاع التعليم العام في القدس الشرقية المحتلة. وقد استخدمت الدراسة المنهج الوصفي، واعتمدت استبانة مكونة من (43) فقرة، واستخدمت مقياس ليكرت الثلاثي للإجابة على فقرات الاستبانة. وتكوّن مجتمع الدراسة من موظفي هذه المدارس، واختيرت عينة عشوائية بلغت (48) مبحوثا، وتم إجراء مقابلات مع (11) مبحوثا من المهتمين بقطاع التعليم العام في المدينة. وتوصلت الدراسة إلى وجود أربعة تحديات رئيسة لإدارة قطاع التعليم العام في القدس الشرقية المحتلة، وهي سياسات وممارسات سلطة الاحتلال الإسرائيلي (حسب آراء 94.7% من المبحوثين)، وتعدد مرجعيات إدارة قطاع التعليم العام (96.44%)، ومحدودية دور السلطة الوطنية الفلسطينية في إدارة هذا القطاع (95.8%)، وتسرب الطلبة من المدارس (89.88%). وأوصت الدراسة بالتعامل مع هذا القطاع كقطاع منكوب يحتاج إلى الدعم العربي والدولي المتواصل، وتأسيس مرجعية وطنية عليا للتعليم العام يكون على رأس أولوياتها دعم هذا القطاع، وأن تتبنى السلطة الوطنية الفلسطينية كل البدائل الممكنة لدعم قطاع التعليم العام في القدس الشرقية المحتلة، وتخصيص موازنات خاصة لدعم هذا القطاع.

Abstract:

The study aimed at identifying the challenges of the general education sector management in occupied East Jerusalem. The study used the descriptive approach, it adopted a questionnaire consisting of (43) items, and the 3-point Likert scale was used to answer the questionnaire. The study population consisted of the employees of the schools in occupied East Jerusalem. A random sample of (48) respondents was selected from study population. Interviews were conducted with (11) respondents. The study concluded that there are four main challenges of the general education sector management in occupied East Jerusalem, which are: the policies and the practices of the Israeli occupation authority (according to the opinions of 94.7% of the respondents), the multiplicity of references for managing the general education sector (96.44%), the limited role of the Palestinian National Authority in managing this sector (95.8%), and the school dropout (89.88%).

The study recommended to deal with this sector as a distressed one that needs continual Arab support and international support. The study recommended to establish a national committee to provide this sector with the needed and timely support. The Palestinian National Authority has to adopt all possible alternatives and allocate special budgets to support this sector.
