Abstract

Information Technologies and Communication in Southern countries. The case of Morocco

The United Nations insist on the principle of a global digital revolution which would promote the revival of developing countries as evidenced by their various declarations at the Geneva Summits in 2003 with the motto "ICTs for development" and that of Tunis in 2005 " ICTs for all ”: Also, we can read in the Abstract to the press release of the United Nations Program for development (UNDP) dated September 2000, "the countries which will succeed in best use of ICT can hope to achieve economic growth sharply increased, considerably improved social protection and more democratic forms of government ”. This logic of cause and effect is often taken up by politicians as well as by the media.
