Abstract
The planning process for the design and implementation of educational buildings constitutes an important input into the development process that targets educational buildings in the cities of Yemen, including Hadhramout Governorate - due to its weakness and deficit in meeting the needs of the educational process and in absorbing modern educational developments. It describes for its users specific steps to reach satisfying learning and teaching environments. Moreover, it clarifies the needs of its users far from randomness in the design and implementation processes for these facilities, especially in the third world countries, including Yemen. This study aims mainly to propose a system to monitor the stages of the design and implementation of educational buildings as one of the directions to address the problems of educational buildings. The study concludes a precise formulation of the proposed methodology, which will contribute to helping the parties concerned with the development of education to take the appropriate decision for development, whether it is constructing new buildings or remedial operations for existing buildings, To implement the proposed system, the study recommends full awareness of the integrated and cooperative teamwork, and to hold training courses to raise the efficiency of workers and specialists in the design and implementation of educational buildings in relevant government and private entities, which will positively affect the implementation of the proposed system.
