This study aims to identifying the appropriate basic literacy skills for students in the basic stages in the governmental schools Gaza , and to identify the degree of practicing the basic literacy skills among children of the first grade in the basic stages governmental schools Gaza, from the standppoint of teachers. Also, it aims at presenting suggestions for the development and improvement of basic skills among children, The researcher used the analytical and descriptive approach to achieve the goal of the study. Also the researcher prepared a questionnaire that includes three areas. The questionnnairs was applied to the study sample of (141) male and female teachers, who teach the first grade children in the basic schools of the Ministry of Education and United Nations Relief Agency in the provinces of Gaza for the second academic year 2007-2008. The data have been entered and analyzed using the statistical program SPSS, and the study reached the following results: The degree of practicing most of the literacy skills among children was aveerage. And there were no statistically significant differences at the level of significance (0.05 ≥ α) in the averages of the responses of the sample study about the degree of practicing the basic literacy skills among the children of first grade in the basic stage schools in the governmental schools of Gaza, due to variables of: (scientific qualification, the number of years experience, the type of school (governmental- UNRWA)And there is a defect in some literacy skills
