Abstract

This study examines the problem of unemployment in Palestine; its reality and the impact of demographic, educational, political and economic factors. It explores the role of Active and Passive Labor Policies adopted by the Palestinian Authority to promote employment. The study utilized quantitative and qualitative approaches. Data of the study were based on primary and secondary sources.The study argues that the employment policies adopted by the Palestinian Authority, neither reduced unemployment rates significantly nor managed to stop the increase in the unemployment rate. Palestine is still in need of more effective employment policies and the physical and human resources to implement such policies. The study proposed a series of reforms in the employment policies and concludes that in order to open real prospects for employment in Palestine, it is essential to get out of the tunnel of the Oslo Accord. For the immediate future, the improvement of internal performance, efficiency and effectiveness is a must, despite the siege and suffering
