Abstract

سعت هذه الدراسة إلى تسليط الضوء على دور مديرية الأمن العام في المملكة الأردنية الهاشمية في التعامل مع الأزمات والكوارث، ومدى اهتمام جلالة الملك عبدالله الثاني ابن الحسين حفظه الله ورعاه بدعم مديرية الأمن العام كمؤسسة وطنية تقوم بواجبات متكاملة بتنفيذ واجبات الأمن العملياتية والإنسانية والحماية المدنية. كما تم التعرف إلى دور مديرية الأمن العام - الدفاع المدني من خلال تنفيذ واجبات الحماية المدنية كشريك مع باقي المؤسسات الوطنية وفق خطط مدروسة في التعامل مع الأزمة والكارثة، واستخدم الباحث في هذه الدراسة المنهج الوصفي التحليلي، وخلصت الدراسة إلى عدت نتائج من أبرزها أن مديرية الأمن العام في المملكة الأردنية الهاشمية ومن خلال الدفاع المدني تقوم بأدوار وواجبات مهمة في التعامل مع الأزمات والكوارث وهذه الأدوار تتم بشكل علمي ومنهجي ومن خلال محاور رئيسة تقوم بها إدارات وفرق متخصصة ومؤهلة مثل إدارة الكوارث وفريق البحث والإنقاذ الدولي والمديريات الميدانية، كما أن مديرية الأمن العام ومن خلال رؤيتها ورسالتها وخطتها الاستراتيجية جعلت من نفسها شريكاً فاعلاً إلى جانب مؤسسات الدولة لتقوم برسالة إنسانية وجهود كبيرة حين الأزمات والكوارث، وبما ينعكس إيجاباً على نمو وازدهار الاقتصاد الوطني الذي يعد الركيزة الأساسية لتحقيق التنمية الشاملة والمستدامة .

The study highlights the role of the Public Security Directorate in the Hashemite Kingdom of Jordan in dealing with crises and disasters, and the extent of His Majesty King Abdullah II Ibn Al Hussein's interest in supporting the Public Security Directorate as a national institution that performs integrated duties in implementing operational and humanitarian security and civil protection duties. The role of the Public Security Directorate - Civil Defense was also identified through the implementation of civil protection duties as a partner with the rest of the national institutions, according to well-studied plans in dealing with crises and disasters. The researcher used the descriptive and analytical approach in this study, and the study concluded with several results, the most prominent of which is that the Public Security Directorate in the Hashemite Kingdom of Jordan, through the Civil Defense, performs important roles and duties in dealing with crises and disasters. These roles are carried out in a scientific and systematic manner and through main axes carried out by specialized and qualified departments and teams such as the Disaster Management Department, the International Search and Rescue Team, and field directorates. The Public Security Directorate, through its vision, mission and strategic plan, has made itself an effective partner alongside state institutions to carry out a humanitarian message and great efforts during crises and disasters, which is positively reflected in the growth and prosperity of the national economy, which is the basic pillar for achieving comprehensive and sustainable development.
