Abstract

تتناول هذه الدراسة دمج أسلوبي اتخاذ القرار العقلاني والبديهي ضمن مديرية الأمن العام في الأردن، مع التركيز على نتائج هذا الدمج في إدارة الأزمات على المستويين الاستراتيجي والعملياتي. وباستخدام عينة قصدية مكوّنة من 530 مشاركًا، تستعرض الدراسة الخصائص الديموغرافية وتفضيلات اتخاذ القرار والتفاعل بين المنهجين العقلاني والبديهي لدى أفراد الأمن العام، أظهرت النتائج أن القوة العاملة تتكوّن في الغالب من شباب متعلمين من الذكور، ما يدفع إلى تساؤلات مهمة حول شمولية وتمثيل مختلف الفئات في عمليات اتخاذ القرار. وقد بيّن المشاركون تفضيلًا ملحوظًا لاتخاذ القرار العقلاني، غير أن الدراسة تؤكد وجود مشهد مركّب لاتخاذ القرار يدمج بين العقلانية والحدس، وقد كشفت الدراسة عن طيف واسع من المواقف تجاه اتخاذ القرار البديهي، يجمع بين الاعتراف بقيمته واستمرار الشك فيه بسبب التوجهات التقليدية المعتمدة على البيانات. ويعكس هذا التوتر حاجة مديرية الأمن العام إلى تطوير نماذجها في اتخاذ القرار، بحيث تحتضن التحليل التجريبي والحكم البديهي معًا من أجل تعزيز الاستجابة الفعالة للأزمات، أثبتت التحليلات الإحصائية وجود ارتباط معتدل بين الأسلوبين العقلاني والبديهي، مما يستدعي المزيد من البحث في المتغيرات المؤثرة على فعالية إدارة الأزمات. وتدعو الدراسة إلى إحداث تحول في نمط اتخاذ القرار داخل مديرية الأمن العام من خلال التأكيد على تدريب شامل يستثمر نقاط القوة في كلا الأسلوبين، وعليه يمكن لمديرية الأمن العام أن تحسن من كفاءتها العملياتية وقدرتها على التكيّف في مواجهة الأزمات.

This study examines the integration of rational and intuitive decision-making approaches within the Public Security Directorate (PSD) in Jordan, focusing on the outcomes of this integration in crisis management at the strategic and operational levels. Using a purposive sample of 530 participants, the study explores the demographic characteristics, decision-making preferences, and interaction between rational and intuitive approaches among PSD personnel. The results reveal that the workforce is predominantly composed of young, educated males, raising important questions about the inclusiveness and representation of diverse groups in decision-making processes. Participants demonstrated a marked preference for rational decision-making, but the study confirms the existence of a complex decision-making landscape that blends rationality and intuition. The study revealed a wide spectrum of attitudes toward intuitive decision-making, combining recognition of its value with continued skepticism due to traditional data-driven approaches. This tension reflects the Public Security Directorate's need to develop its decision-making models, embracing both empirical analysis and intuitive judgment to enhance effective crisis response. Statistical analyses have demonstrated a moderate correlation between rational and intuitive approaches, warranting further research into the variables influencing crisis management effectiveness. The study calls for a shift in the Public Security Directorate's decision-making style by emphasizing comprehensive training that capitalizes on the strengths of both approaches. So, the Public Security Directorate can improve its operational efficiency and resilience in the face of crises.
