Abstract

هدفت هذه الدراسة إلى البحث في الأدوات والأساليب الجديدة للعالم المعاصر في إدارة الأزمات الدولية، ولتحقيق هذا الهدف، تم استخدام المنهج الوصفي التحليلي، وقد توصلت الدراسة إلى وجود متغيرات جديدة غيّرت من المفاهيم الأساسية تجاه إدارة الأزمات، منها ما هو تقني، ومنها ما هو فني، وهذا ما دفع العالم المعاصر إلى إعادة اكتشاف أو خلق آليات جديدة في التعامل مع الأزمات وفقاً لتلك المتغيرات التي باتت واقعاً مفروضاً على الدول، كما توصلت الدراسة إلى أن إدارة الأزمات تعد من الأمور الجدلية، وما زالت في تطور صاعد؛ نتيجة المدخلات العصرية التي أسهمت في إعادة النظر بالأدوات والأساليب والاستراتيجيات التي تنتهجها الدول المعاصرة في حل وإدارة الازمات الدولية، مما يتطلب ضرورة تكثيف التعاون الدولي في مجال إدارة الازمات الدولية من خلال الاستفادة وتبادل الخبرات، ومواكبة المناخ الدولي العام، وتخفيف التوترات الدولية وفق منهجية علمية.

This study aimed to investigate the new tools and methods of the contemporary world in managing international crises. To achieve this goal, the descriptive analytical approach was used. The study revealed that there were new variables that changed the basic concepts regarding crisis management, some of which were technical and some of which were artistic. This has pushed the contemporary world to rediscover or create new mechanisms for dealing with crises in accordance with these changes that have become an imposed reality on countries. The study also revealed that crisis management is a controversial issue and is still developing as a result of modern inputs that have contributed to reconsidering the tools, methods and strategies adopted by contemporary countries in resolving and managing international crises. This necessitates intensifying international cooperation in the field of international crisis management by leveraging and exchanging expertise, keeping pace with the general international climate, and mitigating international tensions according to a scientific methodology.
