Abstract

استعرض المقال الدور الحيوي للمتطوعين في الاستجابة للكوارث ضمن منظومة الدفاع المدني الأردني، مستندًا إلى نهج بحثي وصفي نوعي يعتمد على مراجعة معمقة للدراسات السابقة. ستكشفت الدراسة مساهمات المتطوعين في مختلف مراحل إدارة الكوارث والحوادث الكبرى، بدءًا من الاستعداد والتخفيف من المخاطر وصولًا إلى الاستجابة والتعافي. كما سلط البحث الضوء على الفوائد العديدة لمشاركة المتطوعين، مثل تعزيز القدرة الاستيعابية، وزيادة مشاركة المجتمع، والفعالية من حيث التكلفة. علاوة على ذلك، حددت الورقة التحديات والمجالات المحتملة لتحسين إدارة المتطوعين، مع التركيز على التدريب والتنسيق. وتؤكد النتائج على الحاجة إلى نهج أكثر تنظيما وتكاملا لإدارة المتطوعين لتعزيز الفعالية الشاملة للدفاع المدني الاردني في حالات الكوارث.

The article explored the vital role of volunteers in disaster response within the Jordanian Civil Defense system, relying on a descriptive qualitative research approach and an in-depth literature review. It explored the contributions of volunteers across the various phases of disaster and major incident management, from preparedness and risk mitigation to response and recovery. The research highlighted the numerous benefits of volunteer participation, such as enhanced capacity, increased community engagement, and cost-effectiveness. Furthermore, the paper identifies challenges and potential areas for improvement in volunteer management, with a focus on training and coordination. The findings emphasize the need for a more structured and integrated approach to volunteer management to enhance the overall effectiveness of the Jordanian Civil Defense in disaster situations.
