This research aims to define the standards of designing the educationalelectronic forums controlled. The researcher utilized descriptive analyticmethod, using a questionnaire of standards as an instrument. Distributingthe questionnaire to 30 specialists in Educational technology, the researchshowed 213 indicators and 23 norms for designing controlled educationalelectronic forums: educational goals, organizing the educational content,educational activities, feedback, reactivity and educational control, writtentexts, fixed pictures, video snapshots, color, sound, branched links, assistanceand guidance, main face, branched pages, management, moderator,supervisor of group discussion, students’ discussions, the form of discussinga page, electronic discussion, nature of group discussion, dialogic questionsand safety in forums. The researcher designed a strategy based on theprevious norms of managing controlled educational forums, that is, logginginto to educational forums, adding and reviewing subjects, teacher’s role andfeedback in educational forums.
