Abstract
This research aims to present a theoretical framework for the concept of legitimacy, its sources and patterns, and then trying to project these patterns on the ruling Arab regimes in general and Sudan in particular in search of practical solutions to this crisis. The research attempts to answer a number of questions such as: What is the concept of legitimacy in the European and Arab context, and what are the main causes of the legitimacy crisis in the contemporary Arab state in general and Sudan in particular? What is the Arab political system based on in its quest to justify its authority and right to rule? What are the ways to overcome this crisis in the future? The research has shown that Arab regimes are not based in most cases on the foundations of legitimacy as defined by the philosophers, but rather depends on force alone as a source of legitimacy. In Sudan, the legitimacy crisis was the main crisis that faced the successive political regimes since independence, whether military or civilian. This crisis manifested itself in the struggle for power between the army and political parties, the absence of even development, armed conflicts, lack of political stability. In order for the Sudanese state to be able to build its legitimacy, a permanent constitution must be drawn up that frames the relationship between the army and the civilian authority, and a just peace is achieved through equitable participation in the division of power and wealth, and building effective democratic governance based on independent democratic institutions, promoting freedoms, equality, justice, and the rule of law.
