Abstract

This study aimed to:To get acquainted with the organizational climate prevailing in the two faculties of the Royal Commission for Jubail, Saudi Arabia, and the description and Practical analysis thereof, To determine differences of statistical reference(if any)about the regulatory climate, according to variables:(college in which the faculty member works, Academic Rank, and experience in higher education, nationality),Submission of proposals to improve the regulatory climate in the two faculties of the Royal Commission for Jubail to be more efficient and effective. Study elements of the regulatory climate are identified as (administrative leadership, human relations and communication, decision-making,regulatory measures,professional growth,and presented incentives). The study followed the descriptive analytical method for its relevance to the subject of the study and its objectives. Questionnaire was used to collect data needed to answer the study questions.The questionnaire was applied to about (235)faculty member in the two faculties of Royal Commission for Jubail,representing(66%)of the original community.Study tool was applied in the first semester of session 1433-1434AH.The study resulted in several results, most prominent of which are: Organizational climate in the two faculties of the Royal Commission for Jubail tends to openness with an arithmetic average of (2.99 out of 4), Element of organizational procedures came on the first rank with an arithmetic average of (3.37 out of 4),Decision-making element obtained the second rank with an arithmetic average of (3.17 out of 4),Administrative leadership element obtained the third rank with an arithmetic average of(3.10 out of 4),Element of human relations and communication obtained the fourth rank with an arithmetic average of (3.10 out of 4),Professional growth element was ranked as the fifth with an arithmetic average of (2.63 out of 4),Incentives element was ranked as the last with an arithmetic average of(2.61 out of 4),the high degree of approval of proposals to improve the level of organizational climate ,reaching(3.60 out of 4),in the sample was an indication to confirm the need thereof,There were no differences of statistical reference at the level of (0.05)and less in the views of members of the Faculty of Jubail Industrial and views of members of the Faculty of Jubail university concerning(administrative leadership, human relations and communication, decision-making, professional growth, incentives, proposals to improve the organizational climate in the two faculties of the Royal Commission for Jubail and make it more effective),There were differences at the 0.05 level or less in the views of faculty members of the Faculty of Jubail Industrial and opinions of faculty members of the faculty of Al Jubail university concerning(regulatory action)for the benefit of the views of faculty members at Jubail Industrial College,There were no differences of statistical reference at the(0.05)level or less in the views of members of the study concerning (administrative leadership, human relations and communication, decision-making, regulatory procedures, professional growth, incentives, proposals to improve the regulatory climate in the two Faculties of the Royal Commission for Jubail and make it more effective)depending on the variable Grade.In light of the results of the study, a number of recommendations have been figured out, most prominent of which are: work to improve the level of offered incentives to work in the two faculties of the Royal Commission of Jubail, raise the level of affiliation under the provision of objective and fair system of incentives, including training or scholarship opportunities or enrolling in missions for the purpose of obtaining various scientific certifications, Find a new strategic plan for the two faculties of the Royal Commission for Jubail in line with the modern changes take over the responsibility of proposing a number of models that the two facilities can be in the future, and determine the future vision of the two colleges, and processes and administrative sources that make them achieve this vision
