Abstract

This study aims at identifying the requirements for the success of the application of managerial decentralization and the effects of its application from the perspective of the Jordanian Jordanian elite; managerial academic political and public, to detrmine if there were significant statistical differences in the requirements for that tartgeted success, taking in consideration all the variables related to the members of the specimen such as the current position of the respondent as well as his political party affiliation. The specimen consisted of 236 respondents. In order to achieve the purpose of the study, the researcher has prepared a questionnaire. He implemented the instrument of the study, applying the appropriate statistical analysis as Means, standard deviations, (T) test, ANOVA test, and correlation. It was found that the level of "The requirements for the success of the application of managerial decentralization" was high with a mean of (3.93), the statement of “seeking the expertise of the local and public administration specialists topped the lists of these requirements, while the statement of appropriationg half of governorate's revenues to itself, and the rest to be transferred to the central administration" came last in the list. It was also found that the level of the effects of decentralization was high with a mean of (3.93.) In the other list of the effect of Application of Managerial Decentralization, the question, about decreasing the load on central administration to perform the most significant tasks occupied the fist place. The findings indicated that, there weren't significant statistical differences in the requirements for success of the application of decentralization, irrespective of the nature of the variable, whether it is the current position of the respondent; or his political party affiliation. The findings showed that there was positive correlation between the requirements for success of the application of decentralization and its effects in Jordan According to the results of the study, the study recommended the following:  Seeking help and advice from professional in public administration and local government.  Adjusting laws to fit the application of decentralization.  Conducting training courses to employees about the decentralization and its mechanism to apply.  Activating the role of media to spread the awareness about the advantages of decentralization among citizens.
