This study aimed to identify the effectiveness of the system of incentives in the Ministry of Health and its impact on improving performance. The study population consisted of all workers in the Ministry of Finance of the State of Kuwait, from ranks of head of the category and upwards The study sample was of 39 respondents. The study showed the presence of trace significant statistically between the independent variables )incentive system( and the dependent variable )performance improvement( in the Kuwaiti Ministry of Health. The study also made a number of recommendations which follow the style of sound science to develop incentives, to form specialized that are committees that are responsible for organizing tools and systems necessary to motivate workers. the study also highlights the role of workers in the process of estimating the incentives so that they have a representative acting for them to communicate their opinions and desires in order to be taken into account .
