The Role of International Investigation Committees in Accounting for International Crimes

Abstract

International criminal justice as a legal concept cannot be reached unless international criminal responsibility for gross violations of human rights is recognized .In light of the obstacles that prevent the application of the substantive jurisdiction of the international criminal judiciary, whether represented by the International Criminal Court or the Special International Criminal Courts ,it becomes necessary to search for legal mechanisms through which international crimes can be revealed and the identification of those responsible for them to be held accountable. From this point of view ,
we discussed the legal framework under which international commissions of inquiry work to investigate violations of human rights during armed conflicts .Despite the importance of the work of these committees in the field of international criminal investigation ,they suffer from many problems that make them unable to fully achieve international criminal justice .Through this research ,the importance of finding a legal link between these committees and the international criminal judiciary to work jointly so that the international investigation committees become an auxiliary legal tool for the International Criminal Court .This is posed by the non-judicial nature of these committees
