Abstract
This study aimed at clarifying the public school principals perceptions within Irbid qasaba regarding the obstacles of implementing the national improvement plan to support students loyalty, and to clarify the differences between these perceptions which are resulted by variables of gender, the stage, and the size of the school, too. The basic tool for investigating the different aspects of the study is a questionnaire which was developed by the researchers. The sample of the study consists of (173) principals (male & female) at public schools in Irbid qasaba. The results of the study arranged the obstacles as the following: The first one is the financial obstacles, the second is social obstacles, the third is the Technical obstacles and the forth is the administration one. The study showed that there was no statistically significant differences with regard to the principals perceptions resulted by the schools gender, stage and size variables.
