Abstract

The study aims to determine the requirements of emergency management to prevent the hazards of Umm Al-Nasr village by studying the catastrophic event occurred in 2007. The study attempted to identify the responsive actions of local and international organizations during that event so as to better prepare for any similar events that may potentially occur in the future. The preparation of the risk matrix for the village due to its importance towards assessing risk probability, the level of risk, the degree of occurrence, and the potential consequences. The study recommended reliance on human resources, local committees and volunteers through effective community participation in disaster prevention and preparedness through training on the implementation of proposed scenarios. A model of emergency management requirements is designed to resolve the Umm al-Nasr village crisis, which includes comprehensive measures to control emergency operations to mitigate potential disasters.
