Abstract
In this paper, we propose an executive regulations model for public university employees in Jordan, who are a crucial part of the university community alongside faculty members and students. With the increasing shift towards electronic administration and e-learning, it is important to update the service system and regulations to keep up with these developments. However, the executive regulations for university employees have stagnated and failed to adapt, resulting in practical problems. Therefore, this study focuses on appointment, discipline, and functional conditions for staff and provides suggestions for improvement.
