Abstract

Abstract: This study aimed to build a code-of-ethics for educational accountability in Jordan. The developmental approach has been used, A questionnaire of (35) items was developed, and the validity and reliability were conducted using Cronbach alpha which equal to (90.3). The study used a sample of (183) principals, The results showed that the reality of applying ethics of accountability was at the poor level, while the domain of conflict of interest was at the very-poor level, and the other domains: Knowledge professionalism and merit, focus on learners, respect and sharing, protection and privacy, objectivity, evidence and proofs all are at the Poor level. Upon calculating the t-test coefficient, it didn't show gender differences Accordingly, a code-of-ethics was developed, which consisted of three components: The Code-of-Ethics for assessors at the Accountability Unit; it contained six domains that mentioned above, the Code-of-Ethics of accountability admin team which consisted of (21) items, and the code-of-ethics for employees in the evaluated schools which came in ten items. The study recommended that the Accountability and Quality of Education Unit would adapt the developed code of ethics.

ملخص: هدفت هذه الدراسة إلى بناء مدونة آداب للمساءلة التربوية في الأردن. وقد تم استخدام المنهج المسحي التطويري, إذ تم تطوير استبانة مكونة من (35) فقرة, وطبقت على عينة من المديرين الذين تعرضوا للمساءلة التربوية في المدارس الحكومية والبالغ عددهم (183) مديراً ومديرة. وقد أظهرت النتائج أن واقع ممارسة آداب المساءلة كان في مستوى الضعيف, في حين كان مجال تضارب المصالح في مستوى الضعيف جداً, وكانت باقي المجالات: المعرفة والاحتراف والجدارة, التركيز على المتعلمين, الاحترام والمشاركة, الحماية والخصوصية, الموضوعية والشواهد والأدلة؛ في مستوى الضعيف, ولم يظهر معامل اختبار-ت فروقاً تعزى للجنس في واقع ممارسة آداب المساءلة, وبناء عليه تم تطوير مدونة للآداب جاءت في ثلاثة مكونات هي: مدونة آداب المقيمين؛ احتوت على ستة مجالات, ومدونة آداب إدارة المساءلة جاءت في واحد وعشرين بنداً, ومدونة آداب العاملين في المؤسسات التي يتم تقييمها وجاءت في عشرة بنود, وقد أوصت الدراسة أن تتبنى وحدة المساءلة وجودة التعليم في وزارة التربية والتعليم مدونة آداب المساءلة التي تم تطويرها.
