Abstract
This study aimed to develop a list of objective scientific criteria to guide curriculum planners in selecting Quranic verses for the basic education stage in Jordan. The researcher employed a descriptive analysis method, drawing from relevant sources and analyzing the system's scientific foundations with regard to selecting Quranic verses for this educational stage in Jordan. The final version of the list included 60 criteria after ensuring reliability and validity. The tool was distributed across three areas: the content area, consisting of 37 criteria; the organizational field, consisting of 15 criteria; and the output field, consisting of 8 criteria. The study recommended that curriculum planners for Islamic education adopt these system foundations when selecting the content for recitation courses, rather than relying on personal experience. Additionally, the study recommended conducting more training courses for teachers to better utilize these foundations in dealing with the verses.
