Abstract
Nowadays the world is facing a real crisis which is the need for theexpansion in education horizontally and vertically، at a time when the highereducation sector in the world is suffering from a funding crisis. This crisis wasexplained in one of the studies submitted to the UNESCO World Conferenceon Higher Education، which stated that financial pressures and financialwere crisis the most distinguishing feature of higher education during the1990s، and this crisis existed in higher education in the whole world.Syria was also influenced by this crisis، This was clearly seen in theNational Human Development Report for 2005 on education and in the TenthFive Year Plan 2006 - 2010 for higher education، In this research, we willstudy particularity of this problem in the Syrian Arab Republic، through thestudy of the most important justifications and rationale for the developmentof virtual learning، and its role in reducing the crisis of expenditure on highereducation and the demand for it، and then study the most vital areas for itsapplication
