Abstract
هدف المقال التعرف إلى دور الحوكمة الرقمية في تطوير الأداء المؤسسي للجامعات الفلسطينية العاملة بالمحافظات الجنوبية، وقد اعتمدت الدراسة المنهج الوصفي التحليلي، والاستبانة أداة لجمع البيانات وفقاً لأسلوب الحصر الشامل لمجتمع الدراسة، والبالغ عددهم (301) موظفاً من أصحاب المناصب الإشرافية بالجامعات المستهدفة وهي: (جامعة الأزهر – غزة، وجامعة الأقصى، وجامعة فلسطين)، حيث تم استرداد (261) استبانة. وقد توصلت الدراسة إلى مجموعة من النتائج أهمها: وجود مستوى مرتفع لأبعاد الحوكمة الرقمية لدى الجامعات الفلسطينية العاملة بالمحافظات الجنوبية، ووجود أثر ذي دلالة إحصائية عند مستوى دلالة 0.05 ≥ α للحوكمة الرقمية في تطوير الأداء المؤسسي لدى الجامعات الفلسطينية بالمحافظات الجنوبية، وقد أوصت الدراسة بمجموعة من التوصيات أهمها: الاهتمام بعقد اتفاقيات شراكة وتعاون بين القطاع العام والخاص لمؤسسات التعليم العالي، بما يخدم تطوير مجالات الحوكمة الرقمية، وقيام الحكومة بتقديم الدعم المالي للجامعات الفلسطينية، وتخصيص جزء من هذا الدعم لتطوير مجالات الحوكمة الرقمية.
The article aimed to identify the role of digital governance in developing the institutional performance of the Palestinian universities operating in the southern governorates. The study adopted the descriptive analytical approach, and the questionnaire was a tool for data collection according to the method of comprehensive enumeration of the study population, whose number is (301) employees who hold supervisory positions in the targeted universities, which are: (Al-Azhar University - Gaza, Al-Aqsa University, and the University of Palestine). (261) questionnaires were retrieved. The study outcome revealed that the most important of which is the presence of a high level of digital governance dimensions in the Palestinian universities operating in the southern governorates and the presence of a statistically significant effect at the level of significance 0.05 ≥ α of digital governance in developing institutional performance among Palestinian universities operating in the southern governorates. Among the recommendations, the most important of which is Paying attention to concluding partnership and cooperation agreements between the public and private sectors for higher education institutions in a way that serves the development of areas of digital governance and the government providing financial support to Palestinian universities and allocating part of this support to developing areas of digital governance.
