Abstract

The study aimed to investigate the relationship between the practices of strategic planning and their relationship to crisis management strategies during the Corona pandemic in Palestinian governmental organizations from the point of view of employees who occupy senior planning positions in the Palestinian ministries and organizations in the government sector. To achieve the objectives of the study and answer its questions, the descriptive analytical approach was used through the development of a questionnaire. The sample consisted of 73 employees. These employees were chosen randomly to answer a questionnaire, consisting of (29) sections. (73) Valid questionnaires were retrieved for analysis that formed a sample for the study. The study showed a set of results, most notably that generally the degree of the government sector’s practice of strategic planning during the Corona pandemic came to a high degree (3.77); the Palestinian governmental organizations tend to employ commitment strategies based on cooperation to a high degree (3.63); the planned confrontation strategy to contain the Corona crisis within governmental organizations has a medium degree (3.40), and a medium degree of avoidance strategy (2.63). The study also showed that there was a positive relationship between the practices of strategic planning in governmental organizations and strategies based on cooperation and planning directed to containment, while there was a negative relationship between the practices of strategic planning and employing an avoidance / the avoidance strategy to contain the Corona crisis. Based on the previous results, the study recommended several recommendations, the most important of which are: monitoring discretionary budgets to face crises in general and epidemics in particular when approving the state’s general budget. Besides, promoting the adoption of planned confrontation strategies and the establishment of a government center for crisis management.
