المشاركة السياسية وعلاقتها في عملية التحول الديمقراطي في المملكة الأردنية الهاشمية للفترة (2010-2021)

Abstract

هدف المقال إلى تقديم إطار نظري عن علاقة المشاركة السياسية بالتحول الديمقراطي وتحليل لواقع واسباب اشكالية المشاركة السياسية في المملكة الأردنية الهاشمية، ولتحقيق أهداف الدراسة تم الاعتماد على المنهج الوصفي/ التحليلي، وإطار تحليل النظم. وتوصلت الدراسة إلى أن هناك فجوة كبيرة بين الاتجاهات العلمية الاساسية التي ترتكز عليها المشاركة السياسية، وبين واقع عملية المشاركة في المجتمع الأردني حيث تبيّن من خلال الدراسة وجود تدنٍ في مستوى المشاركة السياسية في مختلف أشكالها سواء على مستوى المشاركة في الانتخابات البرلمانية أو المشاركة الحزبية، وتوجد إشكاليات مؤثرة في إنجاح عملية المشاركة السياسية، الأمر الذي يتطلب من النظام السياسي الأردني مواجهتها، والحد منها بإرادة سياسية جادة إلى التغيير الذي يلبي طموحات الشعب الأردني لما لتدني مستوى المشاركة السياسية من تأثيرات مباشرة على عملية التحول الديمقراطي. وبناء على النتائج التي توصلت اليها الدراسة، فإنها توصي بإعادة ثقة الناخبين في العملية الانتخابية في الأردن، والاهتمام بقنوات الاتصال بين الأفراد العاديين وأجهزة السلطة والتي تشمل وسائل الاتصال الجماهيري والأحزاب السياسية والهيئات التشريعية والقضائية، والاهتمام بقضية هامة في مجال نشاطات التأهيل الحزبي، وتنبيه المواطنين إلى تلك الفروقات.

The article aimed to provide a theoretical framework on political participation and its relationship with democratic transformation, an analysis of the reality and causes of the problem of political participation and identify the stages of the democratic transformation process in the Hashemite Kingdom of Jordan. To achieve these goals, the study used a descriptive-analytical approach and systems analysis framework. The study concluded that there is a large gap between the basic scientific trends on which political participation is based and the practical reality of participation in Jordanian society. Problems affecting the success of the political participation process, which requires the political system to confront them and reduce them with a serious political will to change that meets the aspirations of the Jordanian people, given that the low level of political participation has direct effects on the democratic transformation process. Based on the findings of the study, it was recommended to restore the confidence of voters in the electoral process, paying attention to channels of communication between ordinary individuals and the organs of power, which include mass communication, political parties, legislative and judicial bodies, and paying attention to an important issue in the field of partisan rehabilitation activities, and alerting citizens to those differences.
