الحكومة الإلكترونية وأثرها على علاقة المواطن بالدولة (المملكة العربية السعودية- دراسة ميدانية)

Abstract

هدفت الدراسة لبيان أثر تطبيقات الحكومة الإلكترونية على العلاقة بين المواطن والدولة من وجهة نظر المبحوثين في مدينة الرياض في المملكة العربية السعودية، وقياس أثر الرضا المواطنين عن تطبيقات الحكومة الإلكترونية وانعكاسه على العلاقة بين المواطن بالدولة من وجهة نظر المبحوثين في مدينة الرياض في المملكة العربية السعودية، واعتمدت الدراسة على المنهج المسمى بالوصفي التحليلي الارتباطي، وتكون مجتمع الدراسة من مراجعي الوزارات في مدينة الرياض في المملكة العربية السعودية، الذين راجعوا الوزارات في فترة إعداد الدراسة، واعتمدت على أسلوب العينة العشوائية النسبية الطبقية لغايات تمثيل مجتمع الدراسة، وبلغ حجم عينة الدراسة (460) مواطناً، بحسب جدول العينات، وبينت الدراسة أن هناك علاقة ارتباط طردية ومعنوية بين الحكومة الإلكترونية وعلاقة المواطن بالدولة في السعودية، وأن هنالك علاقة ارتباط طردية ومعنوية بين بين رضا المواطن عن الحكومة الإلكترونية وعلاقة المواطن بالدولة، وتوصي الدراسة المؤسسات الاعلامية الحكومية السعودية بالعمل على نشر الوعي للمواطنين من خلال حملات التوعية لمعرفة أبعاد الحكومة الإلكترونية، وهذا يؤدي بدوره لتعزيز الحاكمية الرشيدة والمشاركة والتشاركية

The study aimed to demonstrate the impact of e-government applications on the relationship between the citizen and the state from the point of view of the respondents in the city of Riyadh in the Kingdom of Saudi Arabia, and to measure the impact of citizen satisfaction with the applications of e-government on the relationship between the citizen and the state from the point of view of the respondents in the city of Riyadh in the Kingdom of Saudi Arabia. The study relied on the method called the descriptive analytical correlation, and the study population consisted of auditors of the ministries in the city of Riyadh in the Kingdom of Saudi Arabia, who reviewed the ministries during the preparation period of the study, and relied on the stratified relative random sample method for the purposes of representing the study population, and the size of the study sample was (460) national, according to the sampling table, The study showed that there is a direct and significant correlation between e-government and the citizen's relationship with the state in Saudi Arabia, and that there is a direct and significant correlation between the citizen's satisfaction with the e-government and the citizen's relationship with the state. It, in turn, leads to the promotion of good governance, participation and participatory.
