تحديد مستوى تطبيق مبادئ الحوكمة في المجالس البلدية الأردنية: دراسة تحليلية

Abstract

هدفت هذه الدراسة إلى تحديد مستوى تطبيق مبادئ الحوكمة في المجالس البلدية الأردنية، والتعرف إلى وجود فروق ذات دلالة إحصائية في مستوى تطبيق مبادئ الحوكمة بين المجالس البلدية تعزى للمتغيرات الديمغرافية لعينة الدراسة. وتكوّن مجتمع الدراسة من العاملين في المجالس البلدية ضمن المستويات الإدارية في محافظات الزرقاء، إربد، جرش وعجلون، ولتحقيق أهداف الدراسة تم تطوير استبانة لغرض جمع البيانات، وقد تم توزيع الاستبانة على عينة مكونة من (350) عاملاً في المجالس البلدية ضمن المستويات الإدارية، ﻭتم استرداد (307) اﺴﺘﺒﺎﻨﺔ مستكملة، وتم استخدام الأساليب الإحصائية المناسبة لتحليل بيانات الدراسة واختبار فرضياتها وذلك بالإستعانة بالرزمة الإحصائية (SPSS). وأظهرت الدراسة مجموعة من النتائج من أهمها: أن المجالس البلدية تطبق مبادئ الحوكمة بمستوى متوسط، ووجود أثر ذو دلالة إحصائية لكل من (مبدأ الحفاظ على حقوق الموظفين ومعاملتهم معاملة عادلة- مبدأ الحفاظ على حقوق أصحاب المصالح- مبدأ تحديد الصلاحيات والمسؤوليات وتوضيح اللوائح والنظم الصادرة عنها- مبدأ توفير متطلبات وشروط الشفافيّة والإفصاح بالنسبة للمعلومات التي تنشرها للآخرين- مبدأ الوفاء بالالتزامات والمسؤوليات الاجتماعية تجاه المجتمع والبيئة) على مستوى تطبيق الحوكمة في البلديات. وأوصت الدراسة بضرورة تأسيس قسم للحوكمة في وزارة الشؤون البلدية وتفعيل عمله بالشكل الصحيح، وتعميم مفهوم الحوكمة على جميع البلديات ومدى انعكاس ذلك المفهوم إيجابياً على البلديات، وعقد ورش عمل لأصحاب القرار والقيادات للتعريف بمفهوم الحوكمة وأثر ذلك على الأداء الإداري للبلديات، وجعل معايير الحوكمة جزء رئيسي من كل خطة تقوم البلديات بوضعها

This study aimed to determine the level of application of governance principles in Jordanian municipal councils - an analytical study, in addition to verify whether there are statistically significant differences in the level of application of governance principles between municipal councils. The study population consisted of workers in municipal councils within the administrative levels in the Zarqa governorates. , Irbid, Jerash and Ajloun. To achieve the objectives of the study, a questionnaire was developed for the purpose of collecting data. The questionnaire was distributed to a sample of (350) workers in municipal councils within administrative levels. (307) completed questionnaires were retrieved, and appropriate statistical methods were used to analyze the data. Study and test its hypotheses using the statistical package (SPSS). The study showed a set of results, the most important of which are: that municipal councils apply governance principles at a moderate level, and the presence of a statistically significant effect for each of the principles of (preserving the rights of employees and treating them fairly, preserving the rights of stakeholders, defining powers and responsibilities and clarifying the bylaws and systems issued by them). The principle of providing requirements and conditions for transparency and disclosure regarding the information you publish to others - The principle of fulfilling social obligations and responsibilities towards society and the environment) at the level of implementing governance in municipalities. The study recommended the necessity of establishing a governance department in the Ministry of Municipal Affairs and activating its work properly, disseminating the concept of governance to all municipalities and the extent to which this concept reflects positively on municipalities, holding workshops for decision-makers and leaders to introduce the concept of governance and its impact on the administrative performance of municipalities, and making governance standards a major part.
