Abstract

هدفت هذه الدراسة للتعرف على أثر جائحة كورونا على تطوير مجالي حقوق الإنسان والمجتمع المدني في الدول العربية. وانطلقت الدراسة من فرضية رئيسة مفادها أن "هناك علاقة ارتباطية بين جائحة كورونا وتطوير مجالي حقوق الإنسان والمجتمع المدني في الدول العربية"، وقد استخدم الباحثان المنهج الوصفي التحليلي لاختبار صحة الفرضية، حيث أثبتت الدراسة وجود هذه العلاقة، فتبين أن جائحة كورونا لها تأثير سلبي على مجالي حقوق الإنسان والمجتمع المدني في الدول العربية، وبعد استخلاص النتائج أوصت الدراسة بضرورة إعادة النظر في المنظومة الصحية والاقتصادية والاجتماعية في الدول العربية لتتمكن من التعامل مع الظروف غير العادية، وامتلاك القدرة على إدارة الأزمات بأقل الخسائر، والعمل على تعديل التشريعات والدساتير فيما يخص النصوص التي تعنى بمؤسسات المجتمع المدني، وتفعيل منظمات المجتمع المدني وتطويرها وضمان استمراريتها وفاعليتها، والعمل على بث ثقافة حقوق الإنسان والمجتمع المدني في الدول العربية، من خلال إدماج عناصرها في الخطابات الفكرية والثقافية وذلك لتخطي القصور الذي يكتنف تعميم هذه الثقافة.

The study aimed to identify the impact of the coronavirus pandemic on the development of human rights and civil society in the Arab countries. The study proceeded from a key premise that "there is a correlation between the coronavirus pandemic and the development of human rights and civil society in the Arab States". The study used the analytical descriptive approach to test the validity of the hypothesis, the results showed that the coronavirus pandemic hurts human rights and civil society in the Arab countries. After concluding, the study recommended that the health, economic, and social systems of the Arab States should be reviewed to be able to deal with unusual circumstances. and the ability to manage crises with minimal losses, and to amend legislation and constitutions about texts dealing with civil society institutions and the activation, development and sustainability and effectiveness of civil society organizations, and the promotion of a culture of human rights and civil society in the Arab States by incorporating its elements into intellectual and cultural discourses to overcome the deficiencies in the dissemination of this culture
